No Turbo does not check out a Turbo license even if a Turbo license is available.
When you select this option, you make the turbo license available to other designers.
Turbo1 increases performance by running without the event counter and profiler.
Can be used with the Twin Turbo option.
Turbo2 provides better performance than Turbo1 by optimizing assignments and
performing compactions on scalar nodes. This level of performance limits the tracing
capability and programming language interface (PLI) support. Can be used with the
Twin Turbo option.
Turbo3 provides the best performance by further optimizing the nodes. This level
of performance might affect event ordering. Can be used with the Twin Turbo
option.

Twin Turbo yields better performance improvements at various levels, depending on the
design being simulated and which of the other Turbo options (Turbo1, Turbo2, Turbo3)
you select.
Delays

Mode:
Default uses only the delays in your netlist without using the delay mode.
Zero does not apply delays.
Path uses path (pin-to-pin) delays for objects that have both path and distributed
delays attached to them.
Unit applies one delay unit per gate.
Distributed uses distributed delays for objects that have both path and distributed
delays attached to them.

Type:
Minimum specifies the minimum delay value to apply at simulation.
Typical specifies the typical delay value to apply at simulation.
Maximum specifies the maximum delay value to apply at simulation.
Pulse Control specifies how to handle pulses shorter than or equal to a module path delay.

Error% sets the error limit. The default setting for Verilog-XL is 100.
