RULES AND REGULATIONS TO IMPLEMENT
REPUBLIC ACT NO. 6977, AS AMENDED BY REPUBLIC ACT NO. 8289,
AND FURTHER AMENDED BY REPUBLIC ACT NO. 9501 OTHERWISE
KNOWN AS THE AMENDED "MAGNA CARTA FOR MICRO, SMALL
AND MEDIUM ENTERPRISES"
Pursuant to Section 21 of Republic Act 9501, the following rules and regulations
implementing the Magna Carta for MSMEs are hereby prescribed, adopted
and promulgated for the guidance of all concerned to carry out the provisions
thereof.
Rule 1
Preliminary Provisions on Title and Construction and Interpretation
SECTION 1. Title. These Rules shall be referred to as the "Implementing
Rules and Regulations for Republic Act 6977, as amended by RA 8289 and
further amended by RA 9501 and for brevity, it may be referred to as the IRR
on the Magna Carta for MSMEs.
Sec. 2. Construction and Interpretation. These Rules shall be interpreted,
construed and carried out the intents and purposes of the Declaration of
Policy of RA 6977, as amended, and further amended by RA 9501 and which
shall be made an integral section thereto.
Rule 2
Declaration of Policy and other General Policy Statements
SECTION 1. Declaration of Policy. It is hereby declared the policy of the
State to promote, support, strengthen and encourage the growth and
development of Micro, Small and Medium Enterprises (MSMEs) in all
productive sectors of the economy particularly rural/agri-based enterprises.
Summary :
These Rules shall be referred to as the "Implementing Rules and Regulations for Republic Act 6977, as amended by RA 8289 and further amended by RA 9501 and for brevity, it may be referred to as the IRR on the Magna Carta for MSMEs.
