Steps
PennDOT should distribute the Mobility Plan to Pennsylvania planning
partners and MPOs of adjacent states. The distribution should include
a basic statement as to how the Department will implement the Mobility
Plan in collaboration with its planning partners. A presentation of the plan
at the Board and/or Technical Committee level should be offered.
PennDOT should conduct outreach on potential topics of interest from
the plan, including consistency with Mobility Plan goals and objectives
and the identification of strategies and actions that may impact, or benefit
from the involvement of, nearby MPOs.
Planning partners should ensure that regional plans (which may reflect
regional priorities) reinforce and are consistent with the Mobility Plan's
goals and objectives.
Planning partners should identify Mobility Plan actions that may impact
regional priority setting and regional long-range planning, and regional
objectives and actions that may impact statewide planning.
Planning partners should refine and adapt the Mobility Plan's project
evaluation framework for use in their decision-making.
Planning partners should utilize PennDOT Mobility Plan resources (data,
surveys, models, etc.) and other state planning resources ("Improving
Long-Range Transportation Planning," etc.) for development of regional
plans.
Planning partners should work with PennDOT to refine the illustrative Core
PA Transportation System and integrate it into planning and programming
processes.
PennDOT and its planning partners should integrate regional modeling
efforts with the statewide travel demand model.
Planning partners should develop a plan monitoring effort consistent or
similar to PennDOT's State of the System report, as a means of better
informing their long-range planning.
