Background
Long-range or strategic plans are often prepared by both public and private
modal operators, such as transit operators, airports, port authorities, freight
shippers, etc. Such plans often serve as a mid- to long-term blueprint for
the direction of each organization. However, coordination and cooperation
among these entities can be complicated because in some cases modes are
expected to "compete" with one another, often with directions and goals that
can at times be at odds with statewide transportation objectives. In addition,
because many of these are private sector plans, their owners can be reluctant
to divulge their long-range or strategic directions to potential competitors.
However, each of these partners provides a great social and economic
benefit to the state and their coordination with state-level priorities is critical
for the continued success of Pennsylvania's transportation system.
Benefits of
Linking
Through the Mobility Plan, modal partners are provided with a better
understanding of PennDOT's long-range direction and objectives and
can begin to make proposal and investment decisions that are consistent
with those desired outcomes. Consistent with the plan, there may also be
increased opportunity for public/private partnerships between the state and
private organizations.

impact specific infrastructure.
Identification of opportunities to jointly support initiatives.
Identification of projects or programs that may impact operations or
infrastructure.
