Background
Comprehensive plans provide long-term guidance for accommodating
community growth. Typical components include community and economic
development, housing needs, land use patterns, natural and historic resources
preservation, and transportation/infrastructure facilities improvement. The
comprehensive plan should be accompanied by an update to the local
zoning ordinance.
Benefits of
Linking
Communities in the process of developing or updating their comprehensive
plan should be aware of the Mobility Plan and the directions it sets.
Municipalities and counties should become familiar with PennDOT's vision
and goals, as well as any community-orientated transportation program that
may impact their plans or create opportunities for project development.
Additional benefits include opportunities for the coordinated development of
multimunicipal transportation projects and services.

Consistency with the Mobility Plan's project evaluation framework (see

PennDOT should actively distribute the Mobility Plan to local government
organizations and associations.
PennDOT should conduct outreach on potential topics of interest from
the plan, including the identification of strategies and actions that may
impact, or benefit from the involvement of, county or local governments.
Local governmental organizations and associations should assist in the
further distribution of the Mobility Plan to counties and localities within
the state.
Local governmental organizations and associations should review
the Mobility Plan and its Implementation Plan to ensure awareness of
programs that may be of interest to their members.
Counties and local governments should review the Mobility Plan to ensure
consistency of their comprehensive plans with Mobility Plan goals and
objectives.
