Background
Transportation programs such as Home Town Streets, Safe Routes to
School, Transportation Enhancements, Scenic Byways, etc., can originate
at the federal level, at the state level--either from the Governor, Legislature,
Secretary, or internally through PennDOT staff, many times in cooperation
with other state agencies--or at the urging of external stakeholder groups.
The Mobility Plan development process provided an opportunity to identify
and advance some fresh ideas for transportation programs. Other innovative
transportation ideas, initiatives, or programs will continue to be proposed
and advanced by various entities even after the Mobility Plan development
is completed.
Benefits of

The Mobility Plan provides a transportation direction for Pennsylvania. The
plan can function as the basis for considering new programs or in considering
funding levels of current programs, to ensure that they align with the overall
priorities for Pennsylvania.
