Background

PennDOT periodically undertakes a strategic planning process, resulting
in a Departmental Strategic Plan. The current Strategic Plan is structured
around five "strategic focus areas" (SFAs). Each SFA has goals and targets.
In response, each District and Deputate is responsible for preparing a
business plan documenting progress over the last year, as well as outlining
key actions for the next.

Linking

Ensures the long-term direction and objectives of the Mobility Plan translate
into near-term advancement of those objectives.

Linkages

Consistency with the Mobility Plan's goals and objectives.
Implementation of the Mobility Plan's strategies through plan actions.
Coordination with the Mobility Plan's implementation monitoring
requirements.
General awareness of statewide "State of the System" reporting.

Steps

PennDOT should ensure wide internal distribution of the Mobility Plan.
PennDOT should incorporate the Mobility Plan goals and objectives into
its strategic agenda.
PennDOT Districts and Deputates should incorporate Mobility Plan
strategies and actions into their business plans.
PennDOT should develop a monitoring program to ensure that the Mobility
Plan's Implementation Plan is being followed.
PennDOT should develop a State of the System report, which includes
performance measures linked to Mobility Plan objectives, to better inform
the development of the Department's strategic agenda.
