How a Project Evaluation
Framework Would be Developed
Establishing a statewide project evaluation framework would be a collaborative
and iterative process. PennDOT, planning partners, and other stakeholders would
work together to structure the framework. This process would involve coming to
agreement on:
an acceptable framework and process;
who would be involved;
a list of project evaluation criteria that reflect national, state, and regional priorities
and objectives;
methods for weighting and scoring criteria (including development of ranges and
thresholds);
project evaluation roles and responsibilities;
defining an appropriate and acceptable level of analysis; and
the timeline for implementation.
The process would include a trial and evaluation period, during which the framework's
strengths and areas for improvement would be identified. Adjustments would be
made as necessary.
How a Project Evaluation
Framework Would be Used
After the framework was developed and tested, regions would follow four basic steps
in using the framework to systematically prioritize and select projects for regional
long-range plans and TIPs (Transportation Improvement Programs):
Data gathering and analyses for project evaluation criteria.
Evaluation of projects based on both quantitative and qualitative information.
Creation of a prioritized project list that reflects the scoring.
Assessment of this list to factor in other considerations.
It should be recognized that this framework would not be intended to supplant
existing "targeted" transportation programs such as Transportation Enhancements,
Home Town Streets, Safe Routes to School, etc. These programs would continue to
exist with the purpose of achieving their specific and targeted outcomes and would
continue to employ their own prioritization program. The project evaluation framework
