Notes
Russell C Coile, Ph.D, CEM has been the disaster coordinator/emergency
program manager at the Pacifi c Grove Fire Department for the past eight
years. He received SB, SM, and EE degrees in electrical engineering from
M.I.T., Cambridge, Mass. and a Ph.D in information science from The City
University, London, England. He is a Fellow of the Institute of Civil Defence
and Disaster Studies, London.
